It would have to be encrypted if you went with what I was talking about.
Part of the reason I've been thinking about this is to from a secure
private communications network. I don't actually have any use for such a
thing, I just don't like the idea of the government being able to snoop on
me whenever they want.

Seriously I've been thinking about trying to get just that going. Starting
with my neighbor. I've got to be about the only person living in an
apartment complex that has VMS clusters in two different apartments!
Using VMS you'd have mail and DEC Notes at least. Plus it's possible to
setup dialup access. The question is, how secure is DECnet over IP? Can
you send it via an encrypted link? I've not read up on it yet.
