You seem to be unclear as to what WinCE is and was.
You cannot install this onto a PC. It is not a PC OS and it was not
available to the public. It *only* came in the ROM of certain
battery-powered pocket devices.
If you want to play with a final version, there are lots of very cheap
ARM-powered Chinese sub-netbooks.
