No. I wasn't aware that AMD had ever made the 8250, but if they did,
it's definitely not equivalent to a Z8530. The AMD equivalent is
the Am8530, though there are also improved variants like the Am9530H
and Am85230.
The 8250 is a single serial port chip which was used in the early
IBM PCs and compatibles. Later it was replaced by the 16450, 16550,
and 16550A.
