A raised floor over a shallow foundation is still the standard mode of
construction in my parts of the country where full basements aren't
feasible. This leaves a crawl space between the main deck of the
building and the ground below. Very often, this space is also used for
storage.
The blueprints for my own home, built in 1980 include a full basement,
but also specified a 600 square foot "crawl space" to house the
mechanicals for the building. Said "crawl space" turned out to have an
11 foot ceiling with windows. Needless to say, it's no longer a crawl
space. :)
The guy who shot the elevations for the place must have been hung over
on a bad Monday...
