I've never heard it pronounced as anything but "et cetera". The
other variants must be regional.
On the other hand, I say "viz." as "namely", having gotten too many
groans from saying "videlicet". I refuse to say "vizz".
"Etc."
might well be said "and so on" or "and so forth", in much the same
way that "i.e." is said "that is" or "e.g." is said
"for example".
Clarity counts for a lot.
