It looks like a mod. Based upon what's wired up, my guess would be somebody had some
custom external interface for something (looks like CPU I/O and interrupt lines and power)
and used a DIP socket for convenience. Very common use for the breadboarding area.
That seems to be the only thing that would reduce it's "collector" value.
But, that could be a plus if the mod is well documented.
