Amiga people have this exact problem all the time. There's a device called
the ToastScan or something like that. They're dreadfully expensive on
ebay. But you might be able to get the plans for it. It plugged into the
RGB output on the back of the amiga and converted to VGA.
A less elegant solution would be to find an old amiga 1084 (or similar)
monitor. They're relatively cheap. It should be able to display the 15khz
signal just fine. I know it's not a flat panel LCD though.
