If one thinks back to like 1971 or so with the movie 'The
Towering Inferno', it showed large water tanks at the top of the building
as well. I don't know if it's a standard building-code type thing or if
it's specifically used for fire fighting or not, but it's certainly not
the first time I've seen mention of it.
Speculation: It's probably for both firefighting (sprinkler systems) and
normal water supply to taps, toilets, etc. It would make sense, since once
the water is pumped up there, normal gravity plumbing would be sufficient
to supply water to the building.
