I found a copy of the Maintenance Manual. According to page 4-8 to
check an Undefinable Halt Code you should have a x'FFFF' in R7L0. on
my display I see
x'0E0F'. The manual doesn't say what the cause of that might be. I did
check and according to the manual, I have the cards in the correct
slots. I can send you a picture of the register display if you'd like.

multiple hands before me and there's no guarantee
that the cards are in the correct slots, or even if the correct cards
are present.
That's obvious. See the MIM[1] section 209 (A1 board). And BTW, please also
check the voltages and check if all connectors are properly seated
(especially those around the side of the backplane). For example, the
storage needs +8.5V and -5V. Those details are described in the MIM.
