It depends on the construction of the monitor. Most should be able to
survive the increase in horizontal frequency.
When the PC was still young, there were quite a few machines around with
Hercules -compatible mono displays that wouldn't run CGA games. I came up
with a program called SIMCGA that used a small timer-driven TSR to
duplicate every other line of the CGA display on the HGA screen. It was
necessary to tweak the scan frequencies a bit to get things to work, but we
found that most monitors put up with it just fine.
