Yeah. Linear B. The Voynich manuscript. The Beale ciphers. Etc.
Note that the only one of those three that's been cracked is also the
only one that we're reasonably certain was not created with content
conealment as a goal. (Of course, with a sample set this small, that
could well mean nothing.)
