NO version of PC-DOS (and there wasn't a 2.21) ever came with a low level
formatter, and certainly NEVER generic on PC-DOS.
With PC-DOS, the low level formatter was included in the "ADVANCED
DIAGNOSTICS"
With MS-DOS, NOT PC-DOS, it is possible to have generics, etc.
Compaq had their own set of bootable "Diagnostics".
Most "generic" hard disk format programs won't work with Compaq.
