"All-OFF" is trivial to implement with X10.

X10 is not suitable for any safety related use. It can not be used
reliably for anything where incorrect on/off status would be hazardous.
(You use it to turn off all of the lights and selected appliances, NOT
to disconnect yourself from the mains!)
