Why would anyone want to do such a thing? You just it hook up with a simple RCA
cable to a TV set with a VIDEO input, which nearly all of them have nowadays.

This isn't really a video output, its a video output ADAPTER connection, ie
the signals are there, but without the juice to drive more than a few
inches of cable. Sounds like a great project for somebody, designing a
modern monitor adapter connection.
Couldn't you do it with a VGA line driver?
