I find the HP utility quite useful for creating bootable USB sticks--it
seems to do things that other utilities don't.

it could be a motherboard that just refuses to boot properly; won't boot
a SATA drive either)
Just extract the HP utility, not the KERNEL or
COMMAND.COM files.
If you don't like leeching from HP, you can use this third-party tool to
do the same thing:
