You are unlikely to find software that does not require an OS. But you
quite likely will find software that can be installed on a CD - or USB
stick - along with the necessary OS.

Can't speak to that. But at $WORK, we have something called GLPI.
While in its full form it's not what you want, it does have small
agents that run on managed machines to dig out such things; it might be
workable for you to use them with something other than the full-blown
GLPI master. (You say Excel, so it strikes me as possible that you've
been forced into a "use commercial software" stance. GLPI is open
source (albeit GPL-infected), so it may not be acceptable to use pieces
of it, but it also may be....)
