Hum... I liked the random number idea. But... here's another thought...
I do NOT have time to do this right now... but what about this: Hack the
mailman list software so that if someone includes a special string as like
the first line of the email (such as *TIME SENSITIVE* or somesuch), the list
software would automatically send the email as a separate email to list
members regardless of their digest settings?

off, people get digests voluntarily -- if I had to implement a voting
scheme I'd keep it on the shelf (or worse) -- fairness has nothing to
with it -- yowza!
