about adding support for new disk formats, so there's a good chance
of being able to convert KryoFlux images into something more portable

Disk Utilities can't already do that for the System/23 floppies, Keir

I don't understand the need for special hardware. Any PC capable of
reading/writing FM and MFM should handle it. IBM 8" floppies in
particular are pretty plain-Jane. A PC with a qualifying FDC in it
should work with an 8" drive with no problems. The first track will
usually have 26x128 FM-encoded sectors with DDMs, the remainder will
either be FM or MFM with nothing special.
Dave Dunfield's IMD should work just fine.
