If you don't want people to steal it, don't put the entire work online where
everyone can get it.
There are various options, like google books,
you could make the index and first 10 pages available that way,
or even the whole thing.
no one normally goes through the trouble to download the whole thing via google books,
its too much of a hassle.
if it's something you're going to make commercial, stop giving it away for free.
BTW: I'd say you have a zero percent chance of getting a foreign ISP from taking it
down.
