The quick and dirty test is to use an *analogue* meter
(what
Americans used to call a VOM, not a VTVM) on the ohms
range across the capacitor. The needle should flick violently
across (indicating zero or low resistance) and then fall quickly
(at first)
So, the solution is to VOMit! (sorry)
So, how does one quantify this? What does failure mode
look like. I have some panel meters that I could calibrate...
Or... What's wrong with just measuring Voltage vs time for
a regulated current supply?
