When I was in the Army (Signal Corps), they told us
the 19" standard
was from Germany, during WWI. It was actually .5 meters and used on
all their early military electronics.
This seems unlikely to me. 19" differs from .5 metres by nearly 1? cm
(19*2.54=48.26), and that's a lot for rackmount equipment widths.
