And yes, that *does* happen. I've seen the evidence of it on two
different occasions. And yes, the people involved did try to return the
chips and claim that they were defective.
It's too bad that the only way that they can come up with to prevent abuse
is to prevent anybody from building a programming device except under
close supervision. There must be a better way!
