The [cursor] blink cycle gets restarted on any new
output at a point
where the cursor is off but about to turn on -- that way there's no
cursor during continuous output, but a fairly steady one (with slight
flicker on each keystroke) during typed input.
Does it also do this when input is being typed but no output is
occurring (eg, when entering a password with echo off)?
