OOOPS!! The first line should have included:
<ESC>[16;99r
rather than
<ESC>[0;99r
<snip snip snip>
I tried it on an xterm window (Open Solaris) and the region works.
Even when I resize to a display rowcount of 60 or more, the region
stays intact. The TERM variable was set to 'xterm'
