OK, so you've got the running costs. Let's just look at that:

to get the tools and test gear to be able to maintain that machine for as

currently running. Say 120-150 watts for a Duron 1100 and a 19"
monitor, that is run 24 hours a day, 7 days a week. Probably about as
much power as the cooling fans alone in my PDP11 rack.
Not really a lot, is it?
More than the electricity costs of reading a book (either by daylight or
by compact fluorescent lamp at night)....
