Actually, that's *not* the Constitution... It's the Articles of
Confederation. Different document that predates the Constitution by
about ten years.

So I think Canada has precedence over silly little Puerto Rico.
It's amazing what you can find out when you take the time to read stuff.
Check out the other articles while you're at it. Be prepared to be very
disappointed with what the Founding Fathers had in mind and what we have
ended up with today :(
