Sometimes those numbers can be the actual original
cost.. More commonly they are simply random amounts that people plug in the forms when
the items get processed for turn-in.
For more military-like items, they are actual values. The government
has supply catalogs that are nothing more than huge price lists, down
to nuts and bolts for a few cents each.
