I replaced the TL494 this afternoon
(thanks to a local electronics store
that actually has useful stuff!) but it does not appear to have made any
difference. I get the same voltages on the TL494's pins as I did
before. Any other thoughts?

Hi Josh
Are you still getting the high voltage on the vref pin?
I don't recall you mentioning the value of pin 4?
The only place I can see that would cause vref to be
pulled high is if D15 were shorted.
Also, what is the voltage on pin 8?
