Sounds like one of the switches is wired (or positioned if one =20
prefers) the 'wrong way round'. Doublecheck the switch positions =20
against the measured state on the mode pins:
One 'trap for the unwary' is that with most small toggle switches, if the
lever is pushed to one side, a connection is made between the centre tag
and the end tag _at the other side_.

With the toggle 'up' as shown here, the connection is made between the 2
tags I've marked with '*'s. It's fairly obvious if you know how the
mechanism works, but not everybody has had a mis-spent childhood taking
switches apart :-)
I always check with an ohmmeter though. It only tkes a couple of seconds
and it saves a lot of debugging time.
