I've noticed that on the sun/sony monitors

Assuming that the minimum size of the flyback needs to scale with the size
of the tube (and I'm not certain that it does, from empirical observations),
the use of the same size in a 16 and a 21 doesn't necessarily mean that the
one in the 16 is too small. It could just as easily have chosen one
flyback that is adequate for a 21, and used it across the product line.
Nope, the sun 19 and 21 inchers (at least the early ones) tended to be
built with flybacks that were specced for the 16" monitors, later models
had one type of flyback in the 16 and 19's and a different one in the 20's
and 21's. the flyback was heavier duty and tended not to fail as quickly.
