Actually, we got about 20 keyboards. It seems odd that the controller
has a floppy drive. What was the purpose? Software upgrades?

It's not a "system" in the sense of "computer system", because
there's
no computer there. The 3274 is a terminal controller for 327x terminals
such as the 3279. Didn't you get a keyboard with the 3279?
