It is not. You can look at the 9427H manual on bitsavers and the Philips drive is not the
same.
I found a Philips patent on a head actuator from the same time period and it was clear
from it that they were building their own drives. I
haven't dug farther to see if the position
tracker is derived from the Diablo
40, CDC Hawk, or was their own design.
