I just tried, my VAX 7.2 VMS CD also boots into a minimal VMS from SYS1
on my MicroVAX. So I guess they changed it between 7.1 and 7.2.

OpenVMS Alpha cd's will boot up into a minimal OpenVMS system, you
can
exit to dcl and do most commands. OpenVMS VAX
cd's will boot only
into
Standalone Backup.
I'm pretty sure the OpenVMS VAX V7.3 CD will boot into a minimal
OpenVMS system.
