A real PDP-11 has hardware flow control turned on in the interface.
Not necessarily. Most DL-11 interfaces, notably the DL11-W, had no hardware flow control
of any kind, or even modem control, and the 11w was probably the most common console
interface for unibus pdp11s. It included the line clock.
