You don't watch much Japanese Animation do you.
It is only the USA that can't draw and needs to
go computer generated 3D. I suspect that software
rather than hardware is the factor here as it seems
all TOP 3D animation uses custom in house software.
A lot of traditional ink and cel style animation
is done on computer but it does not have the
"special effects look" that 3D has,so most people
don't notice it.
