Funny to see it speak of rusted vacuum tubes. I'd simply call them "dirty"
-- which won't stop them from working and if you care can be cleaned off easily
enough.
"Plugboard" to me suggests a panel into which you plug wires to program an early
programmable machine, like ENIAC. This is a chassis that accepts lots of plug-in vacuum
tube logic elements.
Overpriced? Yes. A $50 or even $100 bid would not be quite so crazy, though.
