The only solution I can think of that can be done quickly is: buy a UC07
from Ebay, there is one for $300, and get a BlueSCSI SD adapter and an
SD card. Getting a bootable VMS onto the SD card is something everyone
here can guide you through.

I have 2 ESDI drives with VMS on them (last time they were used) and I
also have a tape container file of a VMS BACKUP tape of my system from
about 1993. What would be great is a procedure to get the whole
bootable file system off that BACKUP file or the extracted files from
that. All of these files are now on a Linux system.
Anybody know how to do this?
