I found this document by persistent google searches for information about "U of Arizona MUDBUG 6800" -- https://ntrs.nasa.gov/api/citations/19840010841/downloads/19840010841.pdf  Not sure this is the document the other gentleman referred to, but it did come from a "government" web site (NASA related).
