Where is the scope connected?
Can you measure across the 5v connection and spread out the trace to see
the ripple?
When connected there you should a fairly square wave with no negative
going pulse. The top part of the trace should hsve the ripple.

It was connected to the GND and +5V outputs of the PSU, in the schematic it is the two
outputs marked individually between J254 and J100. The AC coupled output on a shorter
timebase is shown here, not sure if this is what you meant.
