If alcohol isn't a good idea, white vinegar or dilute ammonia could also work. Ammonia is the world's best peneyrant as far as I'm concerned. But to get into deep crevaces and crannies it needs time. Sometimes 24 - 48 hours. It will remove somenpaint lickity split.
