HP 21MX keys

I have a 2113B in a rack. A Corbin 4T1427 key fits the lock on the
rack front door and also the 2113B front panel. The same Corbin 4T1427
key also fits the front panel of the 2117F that I have.

The keys look just like the ones in these pictures:

Is the 4T1427 number a code from which a new key could be created
without an existing key to duplicate?
