WTB : CTL, CTuL 9956 ??

I'm curious as to what the 9956 is for? One might be able to hack something together with a NPN transistor and a TTL and gate.
This looks to be one of the oddball chips that Fairchild made in the early days, before most settled down to TTL being the more common.
