Unfortunately not. The depending on the model, MicroVAX 3100 series ranges
from VAX/VMS V5.1 and up. What model did you end up getting? Which Ebay listing was it?
(if you don't mind me asking).

There is another, better list of releaes but I can't seem to find it at the moment.
