FSF does not enforce anything. I repeatedly begged for
help with Desktop
CYBER which was GPL licensed and they did not even bother to reply.
I'm told by a friend at Red Hat that RH/IBM has a department for that kind of thing
and can/will provide legal help for outside projects.
