Quite likely. Actually the traditional mains lamp stroboscope flashes
twice per cycle, so you might want 2 white LEDs in inverse parallel.
I wanted something that I could run off a DC supply and which could
handle '60Hz' markings in the UK. I have at least one device with a
set of black and white bars for 60Hz mains but not for 50Hz.
Another advantage is the fact that the LEDs are only on for 1/16th of
the time gives a very clear pattern. The bars look sharp and you can
easily see if they are jitterng about due to bad bearings, drive belt
issues, etc.
