Is 13 a typo? I recall from back in the day running VMS 4.5 on a
MicroVAX II that 17 was a pain to port and 18 had VMS support. I never
thought earlier versions were available enough to be recoverable now.
I found a bunch of version 17 and 18 VMS GNU Emacs ports on DECUS
tapes, which is likely your best source: getting a DECUS tape from the
late 80s (which is only slightly later than VMS 4.x release). (I did a
deep dive into gnu emacs versions a couple of years ago after I did
the deep dive into kermit versions)
Do you know where to get GNU Emacs 13 at all? Let alone the VMS port
of it? If so I'd love to know because that combination didn't show up
on my previous delving.
