I read that the model of 3100 determined what versions of Vms it could support. Microvms
was available for earlier models.

Sometimes there was a kind of preliminary support in earlier versions, but
the MicroVAX 3100 is definitively not listed in the VMS V5.1 Software
Product Description. Unfortunately I do not own an SPD for VMS V5.2 or VMS
V5.2-1, which could give the confirmation of official support.
Maybe there's info somewhere inther DEC manuals, too.
