Yes, the RS-232 standard existed before 1969. That year was when RS-232-C was published,
and the ‘C’ indicates it was the 3rd revision of the standard.
I found Dallas Semiconductor Application Note 83 which is a 9 page document from around
1975 describing how RS-232 works, which mentions:
The EIA/TIA-232-E standard was introduced in 1962 has been updated four times since its
introduction in order to better meet the needs of serial communication applications. The
letter “E” in the standard’s name indicates this is the fifth revision of the standard.
