DIP switches, since it's a trainer, it appears they are used to create 
"faults" to troubleshoot.

I've got one, but I know little to nothing about it other than the 
physical hardware, and if anyone has the lab manuals I'd love to see 
those.  Which would explain the mystery of these DIP switches.
