That does seem odd.  Which voltage rail are you measuring? Maybe a call to Radwell and ask them about it?

Also, I assume you’ve looked at chapter 2 section 2.9 in http://bitsavers.org/pdf/dec/pdp11/1124/EK-11024-TM-001_PDP11_24_System_Technical_Manual_Jun81.pdf where is talks about initial power up and checkout?
